Laws are rules that bind all persons, natural persons ( individuals) and legal persons ( legal entities ) living in a community. In more simple words, law is a system designed to regulate behavior in society.

Definition of the rule of law:

The rule of law can be defined as a rule of human conduct. The law corresponds to the set of rules governing life in society sanctioned by the public authority.

The rule of law is thus distinguished on the one hand by its general, abstract and egalitarian character and on the other hand by its obligatory character.

In another definition; the rule of law designates the body of legal standards applicable to all in the same community. This rule, general, impersonal and obligatory, will be sanctioned by the public authority in the event of violation.
