 الجريمة والأمن العمومي

تعد الجريمة ظاهرة اجتماعية خطيرة تهدد استقرار المجتمع وسلامة أفراده، لأنها تمسّ الحقوق الأساسية للإنسان مثل حقه في الحياة والمال والأمن الشخصي. وتدفع خطورة الجريمة الدول إلى سن قوانين جنائية صارمة وتجريم الأفعال التي تهدد النظام العام، مع تقرير عقوبات متنوعة تصل في بعض الأحيان إلى السجن لمدد طويلة أو حتى الإعدام حسب نوع الجريمة وخطورتها، بهدف الردع وحماية المجتمع.

Crime is a serious social phenomenon that threatens the stability of society and the safety of its members, because it infringes on fundamental human rights such as the right to life, property, and personal security. The gravity of crime drives states to enact strict criminal laws and to criminalize acts that endanger public order, prescribing a range of penalties that may include long-term imprisonment or even the death penalty, depending on the type and seriousness of the offense, with the aim of deterrence and protecting society. 

ويقوم الأمن العمومي بدور محوري في مواجهة هذه الظاهرة من خلال الأجهزة الشرطية والقضائية التي تعمل على الوقاية من الجريمة وكشف مرتكبيها وتقديمهم للعدالة، بما يضمن الحفاظ على السلم الاجتماعي والأمن المجتمعي واستمرار الحياة اليومية بشكل منتظم وآمن للمواطنين.​

Public security plays a pivotal role in confronting this phenomenon through police and judicial bodies that work to prevent crime, identify offenders, and bring them to justice, thereby preserving social peace, community security, and the regular, safe continuation of daily life for citizens.

الجريمة:

تُعدّ الجريمة سلوكا إنسانيا منحرفا عن القيم والمعايير الاجتماعية والقانونية، يتضمن اعتداء على حق أو مصلحة يحميها القانون، ويترتّب عليه جزاء جنائي يهدف إلى الردع والحماية.

تمثّل الجريمة ظاهرة اجتماعية عالمية ارتبطت بالمجتمعات منذ نشأتها، وتتأثر بعوامل متداخلة مثل الفقر والبطالة والتفكك الأسري وضعف الضبط الاجتماعي وانتشار تعاطي المخدرات. وتؤدي هذه الظاهرة إلى زعزعة الأمن والاستقرار وتقويض الثقة بين أفراد المجتمع، لذلك تسعى الدول إلى مكافحتها عبر سنّ التشريعات، وتعزيز دور مؤسسات الضبط الاجتماعي كالأسرة والمدرسة ووسائل الإعلام، إلى جانب الأجهزة الأمنية والقضائية التي تتولى الوقاية والمتابعة والعقاب.

Crime (offense) :

Crime is a deviant human behavior that departs from social and legal norms, involving an assault on a right or interest protected by law and resulting in a criminal sanction aimed at deterrence and protection.

Crime is a global social phenomenon linked to societies since their emergence and is influenced by intertwined factors such as poverty, unemployment, family disintegration, weak social control, and the spread of drug abuse.

This phenomenon undermines security and stability and erodes trust among members of society, which is why states seek to combat it by enacting legislation and strengthening the role of social control institutions such as the family, school, and media, alongside security and judicial bodies responsible for prevention, monitoring, and punishment.

الأمن العمومي:

يُقصد بالأمن العمومي حالة الاستقرار التي يسود فيها الشعور بالطمأنينة في المجتمع، من خلال حماية الأشخاص والممتلكات وضمان احترام القوانين والنظام العام في الفضاءات العامة. يشترك في تحقيق الأمن العمومي عدد من الأجهزة والمؤسسات، في مقدمتها الشرطة والسلطات الإدارية والقضائية، التي تعمل على الوقاية من الجريمة، والتدخل السريع عند حدوث الاضطرابات، وتنظيم حركة المرور والتجمّعات للحفاظ على النظام.

ويرتبط الأمن العمومي أيضا بوعي المواطنين وتعاونهم مع السلطات، واحترامهم للقواعد القانونية، مما يساهم في تعزيز السلم الاجتماعي وتوفير بيئة آمنة تسمح بممارسة الأنشطة اليومية في طمأنينة واحترام لحقوق الجميع.

Public security refers to a state of stability in which a sense of reassurance prevails in society through the protection of individuals and property and the guarantee of respect for laws and public order in public spaces. It is achieved through the joint efforts of various bodies and institutions, chiefly the police and the administrative and judicial authorities, which work on crime prevention, rapid intervention when disturbances occur, and the organization of traffic and gatherings to maintain order.

Public security is also linked to citizens’ awareness and their cooperation with the authorities and respect for legal rules, which helps to strengthen social peace and provide a safe environment that allows daily activities to be carried out in tranquility and with respect for everyone’s rights.
